Can a non driver licensed person buy car insurance?

I transfer my car to under my grandma's name. She's the owner of the car now. But the problem is the apartment where she lives requires the car must have an insurance policy that has her name in it? She lives in California and doesn't have a driver license (she is really old). Do you know any insurance company that sell insurance to a person that doesn't have driver license or i can buy insurance as a primary driver and add her as a non-driver?

Yes.  They can buy the policy, exclude themselves as an operator on the policy, and list the person who's driving it. 

She is the titled owner of the car, she is the one that has to buy the policy.

If you're doing this to save money, you might have just screwed yourself - if she goes on Medicaid for health insurance, medicaid can take all her assets, to pay them back for her care.  That now includes the car you just gave her.

Why did you transfer the car to under the name of a person who cannot drive?

It is illegal for a person living in California to own a car without having insurance for it.  Why are you causing your grandmother to break the law?

Have her transfer the car back to the name of you or whomever is going to drive the car.
