Panama is pretty good for that. Cost of living is substantially lower in terms of services at least. Investing in real estate is a pretty sweet deal there for retirees too. I've met way too many Americans and Canadians, even Europeans, who say they wouldn't leave for the world. The weather is great too, always warm/hot, you will never ever need a sweater outside, though pretty lineal and boring in my opinion, but a dream for retirees. Crime is pretty controlled compared to other Latinamerican countries. Do your research but I'd really recommend Panama, been there several times because I have family living there.
The downside is that Panama city is pretty much all there is to it, despite being a big country. But many people are able to get beach houses and those are nice.

Hi there,
I think Karan is a little off in regards to geography. Lol. The cheapest country in Central America is Nicaragua. It also has the lowest crime rate in Central America along with Costa Rica. Nicaragua has friendly people and is a good country to live. However, medical services is not that good in this country.

There are probably only 3 countries in Central America where crime levels are such that one would want to retire in them-- Nicaragua, Costa Rica and Panama. Costa Rica is definitely the most expensive. Nicaragua is probably cheaper than Panama but Panama uses dollars and is a more advanced country with a better transportation and health care system. If you speak Spanish I would still consider Nicaragua for country living but Panama has better urban options and more English speaking.
