There isn't an email for Customer Care.... at least not one they will answer on anyway.

The only way to get a reply from Customer Care (at least that I'm aware of anyway and I stand corrected if it's otherwise) is to use appeal using this link here https://io.help.yahoo.com/contact/index?page=contact&locale=en_US&y=PROD_ANSW
 
You can use the "Appeal deletion of a question" option to appeal a violation for an answer as well as a question (from personal experience).

Not a chance of getting any response to a letter - they don't even deal with emails. You use the online hel pages - and that rarely produces a response either. There are basically too few people to deal with correspondence,
