big brother official rules?

On big brother if someone not nominated wins the POV and take some who is nominated off can they be put up in that persons place?I have only been watching the show for a couple of years and swear that the can not be put up in place of that person unless there is no other option.But my parent say they remember it happening in the past.Did the rules change?Also does anyone know if there is a list posted about official rules of the game?

No they can't. POV winner is safe and can't be replacement nominee.
Only way they can be nominated is if they are nominated and take the other person off the block.Then they are still on the block.
